Final Days to Apply for U.S. Clean Technology Trade & Investment Mission
"The final application deadline will be November 1, 2010 for community delegates interested in participating in the U.S. Commerce Department’s U.S. Clean Technology Trade & Investment Mission (Cleantech Mission) in France and Belgium.
Led by Deputy Assistant Secretary of Commerce for Economic Development Brian McGowan, the mission will bring together a mix of U.S. community delegates (representatives from U.S. states, counties, cities, towns, and regions) and businesses within their regions to catalyze the process of connecting U.S. communities with opportunities to increase exports and attract foreign direct investment (FDI), with a particular emphasis on advancing the green economy and creating jobs in the United States.
The week-long Cleantech Mission is being held from November 29 – December 4, 2010 and will begin in Lyon, France at Pollutec, the world's leading international tradeshow for the environment and sustainable development markets. The trip will conclude in Brussels, Belgium where U.S. communities and companies will participate in a U.S. Embassy reception, NATO cleantech roundtable with procurement officers, Invest in America event, and other networking sessions.
EDA will cover registration costs to ease the financial burden on community delegates interested in participating to pursue foreign direct investment (FDI) opportunities for their communities. Please note that communities still will be responsible for community delegate travel costs as well as the $400 participation fee and travel costs for any additional participants.

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to prepare a Sustainability Management Plan for Denver International Airport (DIA). This Plan would integrate the targets and objectives identified in the EMS, Strategic Plan, Greenprint Denver Action Agenda, and Denver’s climate action plan into a comprehensive document that would be used to incorporate sustainability principles into all aspects of DIA’s business (planning, design, construction, operation, and maintenance) with respect to setting environmental, economic, and social performance goals; developing a monitoring/tracking system; and reporting progress to our internal and external stakeholders. Therefore, DIA has prepared this Request for Proposals to solicit interest and qualification and experience packages from qualified firms for the development of DIA’s Sustainability Management Plan. The Sustainability Management Plan will cover the Airport owned and operated facilities, and will make recommendations for tenant facilities.

Small businesses with strong research capabilities in science or engineering in any of the research areas sought in the announcement are encouraged to apply. The FY 2011 SBIR/STTR Phase I Funding Notice is available at http://www.grants.gov/ , click on Apply for Grants, then click on Download a Grant Application Package and enter the Funding Opportunity Number: DE-FOA-0000413.
The deadline for receipt of Phase I grant applications to either program is November 15, 2010, 8:00 p.m. EST. All applications must be submitted through Grants.gov. RFP: energy audits, energy efficiency upgrades and/or weatherization
The City and County of Denver through the Denver Office of Strategic Partnerships at the Department of Human Services (DDHS) is seeking proposals from qualified interested organizations and agencies to provide energy audits, energy efficiency upgrades and/or weatherization to low-income homeowners and renters within the City and County of Denver. Projects may address either single family or multi-family residences. Proposals must include a plan to educate residents about energy efficiency behaviors and the role they play in ensuring that energy efficiency measures perform. Parties interested in submitting a proposal with qualifications to provide such services are required to follow the recommended guidelines and instructions contained in this Request for Proposal ("RFP").
Services by the selected proposer are to commence on January 1, 2011 and continue through December 31, 2011, with the potential to extend the contract for two (2) additional one-year terms, contingent upon funding availability, contractor performance, and local priorities.

Assistance for Colorado Exporters to Increase International Sales
The Colorado International Trade Office (ITO) has launched an export development grant program with the mission of increasing Colorado companies’ ability to export their products and services to global markets.
Grant award: Grantees will receive between $500-2,000 to apply towards travel expenses, trade show exhibition or attendance, business match-making services with potential buyers, distributors and/or sales agents, and/or other direct expenses related to developing a new target market for exports.
Who may apply: The grant is open to companies of all industry sectors, including services, with the exception of agricultural commodities and food products. Applicants should be Colorado companies with 200 or fewer employees. Grantees may apply the award to a new target market of their choosing, and should be export-ready.

U.S. communities are encouraged to select a community delegate to participate as a representative of their regional economy and to invite key business leaders within their region to participate as well. Together, your community delegates and business leaders can promote your region as an attractive location for international investment in the cleantech sector while also working to establish new overseas markets for your region’s products and services.

India Inc. on a buying binge in US

Indian companies are on an acquisition spree in the US. In the first half of the current calendar year, they acquired 23 companies with a cumulative transaction value of over $3.8 billion, according to a report by New York-based advisory firm IMaCS Virtus Global Partners.
This is double the deal volume and eight times the deal value compared with the same period in 2009.
Robust economic growth and a surge in demand for natural resources in India combined with high debt-to-equity ratio and lower earnings potential of US companies is creating value buying opportunities for Indian companies in the US, said the firm, which is a joint venture between ICRA Management Consulting Services (IMaCS) and Virtus Global Partners.
Information technology/ Information Technology Enabled Services industry leads the pack, accounting for over 65 per cent share (15 in absolute terms) of the total US bound transactions by volume, followed by oil and gas and mining (9 per cent each). Other industries such as pharmaceutical, finance, media accounted for less than 5 per cent each in terms of volume.
Within the IT space, healthcare-related IT, remote infrastructure management, specialised business process solutions, and enterprise resource planning sub-segments were attractive for acquisitions, given their untapped offshore opportunities and relatively higher margins.
Strengthening capabilities
Mid-sized companies such as Prithvi Info Solutions (acquired Percentix Inc), Integra Software Solutions (Silver Editions Inc), Educomp (StudyPlaces Inc), Cambridge Technologies (Vox Holdings Inc) and Avantha Group (Pyramid Healthcare) sought to add new service capabilities through US bound acquisitions in the reporting period.Large sized companies such as Aegis (acquired Sallie Mae's customer service centre), MphasiS (Fortify Infrastructure), Aditya Birla Minacs (Bureau of Collection Recovery), Rolta India (OneGIS Inc), and Glodyne Technoserve (DecisionOne Inc) sought to strengthen their current capabilities.
One of the key aspects of this year's transactions was the focus on natural resources such as Reliance Industries' acquisition of stake in shale gas assets of Atlas Energy and Pioneer Natural Resources for over $2.8 billion and Essar Group's acquisition of Trinity Coal for $600 million.
Compared to the small-size and distress related transactions of last year, this year's transaction sizes were significantly larger and growth- focused. Six acquisitions in the first half of 2010 were over $100 million in size compared to none in H12009.
A majority of the transactions in the reporting half year had an earn-out structure where a portion of the deal value is paid on future milestones. This is evident in Reliance Industries' acquisition and MphasiS' Fortify buy.
Developed economies such as the US are attractive for Indian companies because of their natural resources, large consumer markets, transparent business processes, robust legal environment, advanced technologies, skills and knowledge capital, said the firm.Moreover, as the developed economies tend to be mature and saturated, it often proves difficult for Indian companies to gain market share without acquisitions.

The U.S. Department of Energy (DOE) announced today the launch of the Technology Commercialization Portal—an online resource that will serve as a tool for potential investors to identify opportunities to invest in work being conducted by DOE laboratories and participating research institutions. Traditionally, investors, entrepreneurs, and companies have faced substantial barriers when identifying clean energy technologies to license. The Technology Commercialization Portal will help reduce these barriers to investment providing capital markets with key information on the attributes, uses, benefits, and market-readiness of specific energy efficiency and renewable energy technologies.
The marketing summaries available online describe in detail what energy efficiency and renewable energy technologies are available for licensing, and each summary outlines a technology's applications, advantages, benefits, and stage of development. The Web site can streamline a search for specific technologies, or allow the user to browse by subject area. It can also connect investors and organizations to the proper licensing contact.

Two New Tax Benefits Aid Employers Who Hire and Retain Unemployed Workers

"Two new tax benefits are now available to employers hiring workers who were previously unemployed or only working part time. These provisions are part of the Hiring Incentives to Restore Employment (HIRE) Act enacted into law today.
Employers who hire unemployed workers this year (after Feb. 3, 2010 and before Jan. 1, 2011) may qualify for a 6.2-percent payroll tax incentive, in effect exempting them from their share of Social Security taxes on wages paid to these workers after March 18, 2010. This reduced tax withholding will have no effect on the employee’s future Social Security benefits, and employers would still need to withhold the employee’s 6.2-percent share of Social Security taxes, as well as income taxes. The employer and employee’s shares of Medicare taxes would also still apply to these wages.
In addition, for each worker retained for at least a year, businesses may claim an additional general business tax credit, up to $1,000 per worker, when they file their 2011 income tax returns..." (more)

Wage subsidies available for metro Denver businesses through the American Recovery and Reinvestment Act
DENVER, CO — Thursday, March 18, 2010 — The Denver Office of Economic Development (OED) announces the availability of wage subsidy funding for Metro Denver businesses to hire new employees. The program is made available through the City’s allocation of American Recovery and Reinvestment Act workforce development funding.
The program offers up to 100 percent of a new hire’s wages to be subsidized for a period of up to six months. Subsidies for individual positions cannot exceed $8,000.
“We’re finding that this program helps ease the burden for many employers with adding new employees,” said André Pettigrew, executive director of the Denver Office of Economic Development. “In exchange for the support, we’re looking to establish partnerships with businesses that will hire and retain long-term employees.”
OED has designated $4.1 million in ARRA workforce development funding for job seeker skills training and wage subsidy support to assist businesses. With these funds, OED has established wage subsidy contracts with 70 businesses in several industries, including energy, construction/skilled trades, health care, lodging and restaurants. The office has subsidy funds remaining to expend by June 30, 2010.
To be considered for the program, a business must be located in Colorado for at least 120 days, pay into workers’ compensation and unemployment insurance, and have not laid off employees within the past six months. Subsidies are only available for full-time positions that provide at least 32 hours of work per week.
To apply for the program, businesses must submit an interest questionnaire online at www.milehigh.com.

Clean Technology Testing & Pilot Partner Identification Program
With support from the US Department of Energy, the Clean Technology & Sustainable Industries Organization (CTSI) has launched a program to address a critical challenge faced by organizations in the clean tech space - finding the right test partners. Working with US utilities and municipalities, CTSI is identifying the “Who is looking for technology solutions?” and matching these organizations to the “Who has the technology?” - the global community of clean technology solution providers.

Colorado Innovation Investment Tax Credit (CIITC)
"Colorado legislator’s recently passed HB 09-1105...creating the Colorado Innovation Investment Tax Credit (CIITC). CIITC provides an income tax credit for investing entities that make investments during calendar year 2010 in small, innovative Colorado companies that are involved in research and development or manufacturing of new technologies, processes, and/or products.
The tax credit is equal to 15% of the investment up to a maximum tax credit of $20,000 per taxpayer id. The maximum tax credit amount for the entire program for the 2010 tax year is $750,000.
The Colorado Office of Economic Development and International Trade (OEDIT) is responsible for implementing and managing this new program. OEDIT has prepared the attached Fact Sheet containing additional information about the program and guidance regarding the application and review process...
Requests for tax credits will be processed on a first come, first serve basis. As such, it is important to get the word out to potential investors and small businesses about this opportunity, especially since there is an annual limit of $750,000...

CO-EXist Grant to Promote Cleantech Exports to China and Mexico
"The U.S. Department of Commerce's International Trade Administration (ITA) recently awarded the Colorado Office of International Trade (ITO) $363,135 in matching funds over the next three years to support Colorado companies' exports of clean and environment-related products and services to China and Mexico. The program is part of the Market Development Cooperators Program, or MDCP, which partners grant winners with an ITA team to provide program support.
The ITO is calling the export promotion program CO-EXist, or Colorado Export of Innovative and Sustainable Technologies. CO-EXist was designed to provide financial and business support to Colorado-based small and medium sized companies that manufacture products and/or provide services promoting sustainability, such as water and wastewater infrastructure, air pollution control, energy efficiency, clean and renewable energy infrastructure and generation, waste and hazardous waste management, recycling, monitoring and compliance, green building practices, transportation technologies, and materials and packaging. Program elements include:
The ITO is calling the export promotion program CO-EXist, or Colorado Export of Innovative and Sustainable Technologies. CO-EXist was designed to provide financial and business support to Colorado-based small and medium sized companies that manufacture products and/or provide services promoting sustainability, such as water and wastewater infrastructure, air pollution control, energy efficiency, clean and renewable energy infrastructure and generation, waste and hazardous waste management, recycling, monitoring and compliance, green building practices, transportation technologies, and materials and packaging. - Matching travel funds for Colorado exporters' and foreign buyers' missions;
- Customizing export counseling and market research for Colorado companies;
- Providing technical assistance to exporters, including: legal consultation, business document translations, manufacturing assessments, and other professional services.
The CO-EXist program is expected to help generate over $38 million in cleantech products and services exports over the next three years, supporting hundreds of jobs in Colorado. "SMA Solar Technology AG, the world’s largest manufacturer of a critical component in solar power generation, said Monday it will invest about $20 million in its first North American manufacturing plant — in Denver — expected to open in the first half of 2010.
SMA, based in Niestetal, Germany, manufacturers inverters for solar power systems — the device that converts direct current (DC) electricity, produced by the panels, into alternating current (AC) electricity, which can be used by electrical equipment and sent onto the power grid network. SMA holds about 40 percent of the world’s marketshare for solar panel inverters and manufactures equipment for small, residential-sized systems as well as commercial and large, utility-scale systems.

"SMA Solar Technology AG, the world’s largest manufacturer of a critical component in solar power generation, said Monday it will invest about $20 million in its first North American manufacturing plant — in Denver — expected to open in the first half of 2010.
SMA, based in Niestetal, Germany, manufacturers inverters for solar power systems — the device that converts direct current (DC) electricity, produced by the panels, into alternating current (AC) electricity, which can be used by electrical equipment and sent onto the power grid network. SMA holds about 40 percent of the world’s marketshare for solar panel inverters and manufactures equipment for small, residential-sized systems as well as commercial and large, utility-scale systems.

"The American Reinvestment and Recovery Act of 2009 (ARRA) authorizes the Department of Treasury to award $2.3 billion in tax credits for qualified investments in advanced energy projects, to support new, expanded, or re-equipped domestic manufacturing facilities. The Advanced Energy Manufacturing Tax Credit (MTC) was authorized in Section 1302 of ARRA and requires the Secretary of Treasury to work in consultation with the Secretary of Energy. The MTC is also referred to as Section 48C of the Internal Revenue Code.
The goal of the MTC is to grow the domestic manufacturing industry for clean energy, thereby supporting the larger goals of ARRA to stimulate economic growth, create jobs, and reduce greenhouse gas emissions. In short, the MTC will help secure American leadership in the clean energy sector. The MTCprovides a 30% credit for investments in new, expanded, or re-equipped advanced energy manufacturing projects. Up to $2.3 billion in MTCs will be allocated for advanced energy projects, which will support total capital investments of almost $7.7 billion in new renewable and advanced energy manufacturing projects.
The Department of Energy (DOE) and the Internal Revenue Service (IRS) will review and make determinations on the eligibility and merit of MTC applications. Applicants will receive tax credits based on the expected commercial viability of their project and the ranking of their project relative to other projects.
Rankings based on: expected job creation, reduction of air pollutants and greenhouse gas emissions, technological innovation, and ability to have the project up and running quickly. Technology, geographic & project size diversity, and regional economic development will also be considered when rating projects.
The application period opens August 14, 2009. Preliminary applications are due to DOE September 16, 2009, followed by final applications being due to DOE and IRS on October 16, 2009. By January 15, 2010, IRS will certify or reject applications, and notify the certified projects with the approved amount of their tax credit. Awardees will receive acceptance agreements from the IRS by April 16, 2010.
Credits will be allocated until the program funding ($2.3 billion) is exhausted. Subsequent allocation periods will depend on remaining funds. Projects must be completed within 4 years of their tax credit acceptance. Eligible investment credits cover future expenditures and do not award past investment. All other applicable sections of the Internal Revenue Code are in force. Section 1302 of the ARRA describes the following advanced energy facilities, for which manufacturing projects would be eligible:

REpowerUSA Corp. moves corporate headquarters
"REpower USA Corp., the wholly-owned subsidiary of German wind energy manufacturer REpower Systems AG (WKN 617703), will have a new US headquarters location beginning in early September. The US office for all administrative, sales and project management functions, previously located in Portland, Oregon, will move to Denver, Colorado. Weatherization Program
The Colorado Governor's Energy Offices provides free energy efficiency services based on income. How does this program apply to businesses? One way is if your business has employees that are income-eligible for this program, you can help them reduce their utility costs--akin to giving them a raise without sacrificing your bottom line--and help improve the health and welfare of those employees. In addition, any efficiency-related building costs that are not covered under this program may be eligible for grants.

Xcel Energy Launches Incentives for IT Managers to Go Green

"Clearly modeled after the CIA's In-Q-Tel fund (http://www.in-q-tel.com/), the U.S. Army issued a Broad Agency Announcement (BAA) to solicit proposals for the operation and management of a not-for-profit, Venture Capital Corporation (VCC). The objective is to improve the business relationships between the entrepreneurial community of high technology innovators and the U.S. Army. This is expected to accelerate the transition of innovative technology into the Army by creating greater awareness on the Army's part concerning commercial technology development and in the entrepreneurial community concerning the Army's potential as a technology customer willing to accept innovative solutions to its requirements. The focus initially will be on companies and programs developing power and energy technology applicable to the requirements of the individual soldier.
The BAA was issued Aug 29, and the deadline for proposals was just extended from Sept 30 to Oct 15. UFTO will follow this story with great interest. (I am advising a local VC firm who plans to submit a proposal.) "

Effective January 1, 2010 the Denver Office of Economic Development will require developers (who seek its funds to help build affordable housing in Denver) to meet the Enterprise Communities (EC), Green Communities (GC) criteria.
These criteria are intended to "significantly reduce the impact on water quality, air pollution, global warming and the depletion of natural resources – while simultaneously lowering operating costs and maintenance needs", as well as contribute to the physical health and well-being of people.
Information about grants and loans for green building can also be found on EC's site.
Efforts are underway to provide developer applicants with informational resources to help them meet GC criteria, such as information about green vendors, suppliers, and products. The State of Colorado's green vendor product list (in development), and EPA's Energy Service & Product Providers list are potential sources to procure products for building green. Workforce Incentives & Tax Credits
Wage Subsidy
Denver employers that offer a formal training program for entry-level employees can apply to receive 50-100% wage subsidies for up to six months. Potential trainees are pre-screened based on employer's requirements. The Youth Employment Program (ages 14-21) may also have subsidies available.
Workforce Recruitment
In addition to free access to Colorado's state-wide job bank (ConnectingColorado) workforce recruitment and/or candidate pre-screening is available at many centers across the state. Of the approximately 300,000 registered jobseekers in the workforce system pool, about 20% are currently employed, and at any given time, approximately 25% of the particpants in the Adult Dislocated Worker WIA Programs have at least a Bachelors Degree, and another 25% have some college or an Associate Degree. For more information about the diverse demographics, please contact lynn.sargent@denvergov.org or contact a business representative at a center near you.
CRC/WorkKeys Assessments
The CRC is an effective tool for pre-screening recruits, gauging skill-building needs of current employees, or as part of an internal promotion process. CRC certifies the skills of employees and recruits in three categories: applied math, locating information, and reading for information (an Applied Technology module is also be available to certify knowledge levels in Electricity, Fluid Dynamics, and Mechanics). These assessments are harder than most people assume. Related tutorials for all modules are also available. Assessments are administered by many Colorado Workforce Centers, including Denver's. Denver employers must register. Contact Lynn Sargent for more details, or to schedule an appointment to try the assessment to discover how it meets your pre-screening needs.
Training
Training is a smart investment in human capital, can lead to greater efficiencies, and employees often view it as a benefit. Colorado businesses can save training costs by using free computer and other skills training at Denver workforce centers for their existing employees. Customized training is also available for training of new technologies, introduction of new production or service procedures, or any additional skills required to upgrade to a new job/classification (click here for more information on Customized Training).

The Colorado First and Existing Industry grants are jointly administered by the Colorado Office of Economic Development & International Trade (OED-IT) and the Colorado Community College System (CCCS). Maximum grant award of $800 per employee. CCD's Performance Solutions is one of the organizations that can assist businesses with writing their grant application.
Workforce Investment Act (W.I.A.)
Jobseekers enrolled in WIA may receive tuition assistance for attending WIA-approved training courses, and financial assistance for "supportive services", such as steel-toed boots and other PP&E if these items are required by the employer to secure employment. Refer to the beginning of my Schools post to learn how to access the database of WIA approved training providers.
WOTC Tax Credits
Tax credits for hiring Welfare Recipients, Veterans receiving food stamps, TANF recipients, jobseekers receiving vocational rehabilitation to learn new careers, and other populations.
Enterprise Zone Projects
Up to 25% state tax credit for monetary donations/in-kind contributions (excluding membership fees) to non-profits certified as an EZ Contribution Project.
Free Fidelity Bonding
Helps alleviate employers concerns that at-risk job applicants would be untrustworthy workers by allowing them to secure fidelity bonds to indemnify them for loss of money or property sustained through the dishonest acts of their employees.
