Sustainability Champion Awards - Nominate by 1/14/10

The Colorado Department of Public Health and Environment and the Colorado Environmental Partnership have partnered with Connected Organizations for a Responsible Economy (CORE) and ColoradoBiz magazine to bring you the 3rd annual Sustainability Champion Awards, sponsored by PAETEC.

The Sustainability Champion Awards recognize individuals and teams who have gone above and beyond required duties in the creation and implementation of a program or initiative that has made a measurable contribution to the environment, the economy and society.

Recipients will be honored at an exclusive event to be held in conjunction with the 2010 Sustainable Opportunities Summit, and will receive special mention in the March 2010 issue of ColoradoBiz magazine.

Who is eligible?

Individuals or teams from the following types of organizations: industry, educational institutions, business, nonprofits and local, state or federal government.

Colorado Innovation Investment Tax Credit (CIITC)

"Colorado legislator’s recently passed HB 09-1105...creating the Colorado Innovation Investment Tax Credit (CIITC). CIITC provides an income tax credit for investing entities that make investments during calendar year 2010 in small, innovative Colorado companies that are involved in research and development or manufacturing of new technologies, processes, and/or products.

The tax credit is equal to 15% of the investment up to a maximum tax credit of $20,000 per taxpayer id. The maximum tax credit amount for the entire program for the 2010 tax year is $750,000.

The Colorado Office of Economic Development and International Trade (OEDIT) is responsible for implementing and managing this new program. OEDIT has prepared the attached Fact Sheet containing additional information about the program and guidance regarding the application and review process...

Requests for tax credits will be processed on a first come, first serve basis. As such, it is important to get the word out to potential investors and small businesses about this opportunity, especially since there is an annual limit of $750,000...

Rebate Program Webinars for Energy Service Providers - Registration Required

"Beginning in early 2010, the Governor's Energy Office (GEO) will be offering rebates and incentives for Colorado residents and businesses that install energy efficiency and renewable energy measures in their home or business.

The GEO will be holding a series of webinars and meetings for contractors that wish to learn more about the rebate program. These meetings will provide the rebate criteria, amounts, and details on partnership structure.

CO-EXist Grant to Promote Cleantech Exports to China and Mexico

"The U.S. Department of Commerce's International Trade Administration (ITA) recently awarded the Colorado Office of International Trade (ITO) $363,135 in matching funds over the next three years to support Colorado companies' exports of clean and environment-related products and services to China and Mexico. The program is part of the Market Development Cooperators Program, or MDCP, which partners grant winners with an ITA team to provide program support.

The ITO is calling the export promotion program CO-EXist, or Colorado Export of Innovative and Sustainable Technologies. CO-EXist was designed to provide financial and business support to Colorado-based small and medium sized companies that manufacture products and/or provide services promoting sustainability, such as water and wastewater infrastructure, air pollution control, energy efficiency, clean and renewable energy infrastructure and generation, waste and hazardous waste management, recycling, monitoring and compliance, green building practices, transportation technologies, and materials and packaging. Program elements include:

- Marketing cleantech companies at industry trade shows in China and Mexico;
- Hosting missions of in-bound buyers from China and Mexico in Colorado;
- Initiating meetings that partner Colorado companies with Chinese and Mexican buyers during outbound and inbound missions;
- Matching travel funds for Colorado exporters' and foreign buyers' missions;
- Customizing export counseling and market research for Colorado companies;
- Providing technical assistance to exporters, including: legal consultation, business document translations, manufacturing assessments, and other professional services.

The CO-EXist program is expected to help generate over $38 million in cleantech products and services exports over the next three years, supporting hundreds of jobs in Colorado. SMA Solar plant to bring hundreds of jobs to Denver

"SMA Solar Technology AG, the world’s largest manufacturer of a critical component in solar power generation, said Monday it will invest about $20 million in its first North American manufacturing plant — in Denver — expected to open in the first half of 2010.

SMA, based in Niestetal, Germany, manufacturers inverters for solar power systems — the device that converts direct current (DC) electricity, produced by the panels, into alternating current (AC) electricity, which can be used by electrical equipment and sent onto the power grid network. SMA holds about 40 percent of the world’s marketshare for solar panel inverters and manufactures equipment for small, residential-sized systems as well as commercial and large, utility-scale systems.

The company surveyed 10 cities in the United States and chose Denver for its first manufacturing plant outside of Germany — specifically about 180,000 square feet of space at 4701 Havana — due to the building’s access to Interstate 70 and nearby railway lines and the skills of the local workforce, officials said...The company expects to invest about 15 million Euros in the project, nearly $22.3 million at current exchange rates.
About 300 jobs are expected initially, with the average wage of $30,000. The company expects that as demand for the inverters grows that the number of jobs could grow to 700 at the plant, Urbon said...

The state offered SMA about $2 million in incentives, tied to creating jobs in an enterprise zone and helping to pay for training of the new employees. The company also qualifies for a 3 percent investment tax credit, said Jeff Holwell, direction of the business development for the state’s office of Economic Development and International Trade...

SMA didn’t qualify for the state’s newest tax credits for companies that create at least 20 jobs, because HB 1001, sponsored by Rep. Joe Rice, D-Littleton, and signed into law May 4 by Ritter, also requires the jobs pay at least 100 percent of the county’s average wage. In Denver, that’s $59,000, Holwell said...

$37 Million for Small Business Research and Technology

The funding will emphasize investment in clean energy technologies and job creation. The funding is available through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs departments of DOE.

DOE’s SBIR/STTR programs will target U.S. companies with fewer than 500 employees. Small businesses with strong research capabilities in science or engineering are encouraged to apply.

Applications are currently being accepted for topic areas related to improving energy efficiency including:

  • Advanced building air conditioning and refrigeration, thermal load shifting, and cool roofs
  • Water usage in electric power generation and industrial processes
  • Power plant cooling
  • Advanced gas turbines and materials
  • Sensors, controls, and wireless networks
  • Advanced water power technology development
  • Smart controllers for smart grid applications
  • Advanced solar technologies

The deadline for submission of applications is September 4, 2009, at 8:00 p.m. EST. Approximately $8.5 million is expected to be available for new Phase I awards. Advanced Energy Manufacturing Tax Credit (48C)

"The American Reinvestment and Recovery Act of 2009 (ARRA) authorizes the Department of Treasury to award $2.3 billion in tax credits for qualified investments in advanced energy projects, to support new, expanded, or re-equipped domestic manufacturing facilities. The Advanced Energy Manufacturing Tax Credit (MTC) was authorized in Section 1302 of ARRA and requires the Secretary of Treasury to work in consultation with the Secretary of Energy. The MTC is also referred to as Section 48C of the Internal Revenue Code.

The goal of the MTC is to grow the domestic manufacturing industry for clean energy, thereby supporting the larger goals of ARRA to stimulate economic growth, create jobs, and reduce greenhouse gas emissions. In short, the MTC will help secure American leadership in the clean energy sector. The MTCprovides a 30% credit for investments in new, expanded, or re-equipped advanced energy manufacturing projects. Up to $2.3 billion in MTCs will be allocated for advanced energy projects, which will support total capital investments of almost $7.7 billion in new renewable and advanced energy manufacturing projects.

The Department of Energy (DOE) and the Internal Revenue Service (IRS) will review and make determinations on the eligibility and merit of MTC applications. Applicants will receive tax credits based on the expected commercial viability of their project and the ranking of their project relative to other projects.

Rankings based on: expected job creation, reduction of air pollutants and greenhouse gas emissions, technological innovation, and ability to have the project up and running quickly. Technology, geographic & project size diversity, and regional economic development will also be considered when rating projects.

The application period opens August 14, 2009. Preliminary applications are due to DOE September 16, 2009, followed by final applications being due to DOE and IRS on October 16, 2009. By January 15, 2010, IRS will certify or reject applications, and notify the certified projects with the approved amount of their tax credit. Awardees will receive acceptance agreements from the IRS by April 16, 2010.

Credits will be allocated until the program funding ($2.3 billion) is exhausted. Subsequent allocation periods will depend on remaining funds. Projects must be completed within 4 years of their tax credit acceptance. Eligible investment credits cover future expenditures and do not award past investment. All other applicable sections of the Internal Revenue Code are in force. Section 1302 of the ARRA describes the following advanced energy facilities, for which manufacturing projects would be eligible:

  • Technologies that create energy from renewable resources (sun, wind, geothermal and other renewable resources)
  • Energy storage technologies (fuel cells, microturbines or other energy storage systems used in electric vehicles)
  • Advanced transmission technologies that support renewable generation (including storage)
    Renewable fuel refining or blending technologies
  • Energy conservation technologies (advanced lighting, smart grid)
    Plug-in electric vehicles & vehicle components (motors, generators)
  • Property to capture and sequester carbon dioxide
  • Other property designed to reduce greenhouse gas emissions

It should be noted this tax credit does not support energy generation projects, but rather the manufacturing facilities that support generation and conservation.

REpowerUSA Corp. moves corporate headquarters

Weatherization Program

The Colorado Governor's Energy Offices provides free energy efficiency services based on income. How does this program apply to businesses? One way is if your business has employees that are income-eligible for this program, you can help them reduce their utility costs--akin to giving them a raise without sacrificing your bottom line--and help improve the health and welfare of those employees. In addition, any efficiency-related building costs that are not covered under this program may be eligible for grants.

For employees who don't qualify under the income guidelines of this program, they may eligible for tax credits. More information about these credits are available on GEO's website.

Xcel Energy Launches Incentives for IT Managers to Go Green

"MINNEAPOLIS, Minn. -- Xcel Energy is hoping to lighten the load on its grid by encouraging IT managers to implement energy efficiency programs.

The company's new Data Center Efficiency program, currently available in Minnesota and Colorado, will offer significant incentives to cutting the energy drawn by servers, storage and cooling.

"Clearly modeled after the CIA's In-Q-Tel fund (http://www.in-q-tel.com/), the U.S. Army issued a Broad Agency Announcement (BAA) to solicit proposals for the operation and management of a not-for-profit, Venture Capital Corporation (VCC). The objective is to improve the business relationships between the entrepreneurial community of high technology innovators and the U.S. Army. This is expected to accelerate the transition of innovative technology into the Army by creating greater awareness on the Army's part concerning commercial technology development and in the entrepreneurial community concerning the Army's potential as a technology customer willing to accept innovative solutions to its requirements. The focus initially will be on companies and programs developing power and energy technology applicable to the requirements of the individual soldier.

The BAA was issued Aug 29, and the deadline for proposals was just extended from Sept 30 to Oct 15. UFTO will follow this story with great interest. (I am advising a local VC firm who plans to submit a proposal.) "

DOE Issues New Loan Guarantee Solicitations For Innovative Energy Projects And New Transmission

On July 29, the Department of Energy (DOE) issued two solicitations for roughly $30 billion in loan guarantees: one for innovative technologies and a second, smaller solicitation for transmission projects. The solicitations are generally similar to those issued by DOE in 2008 under the Title XVII loan guarantee program, but there are some important differences designed to enable both DOE and the applicants to understand more quickly the likelihood a guarantee will be granted. Denver's 'green' affordable housing standard effective 1/1/10

Effective January 1, 2010 the Denver Office of Economic Development will require developers (who seek its funds to help build affordable housing in Denver) to meet the Enterprise Communities (EC), Green Communities (GC) criteria.

These criteria are intended to "significantly reduce the impact on water quality, air pollution, global warming and the depletion of natural resources – while simultaneously lowering operating costs and maintenance needs", as well as contribute to the physical health and well-being of people.

Information about grants and loans for green building can also be found on EC's site.

Efforts are underway to provide developer applicants with informational resources to help them meet GC criteria, such as information about green vendors, suppliers, and products. The State of Colorado's green vendor product list (in development), and EPA's Energy Service & Product Providers list are potential sources to procure products for building green. As a vendor of these products, you may want to look into how to get on these lists.

Workforce Incentives & Tax Credits

Wage Subsidy
Denver employers that offer a formal training program for entry-level employees can apply to receive 50-100% wage subsidies for up to six months. Potential trainees are pre-screened based on employer's requirements. The Youth Employment Program (ages 14-21) may also have subsidies available.

Workforce Recruitment
In addition to free access to Colorado's state-wide job bank (ConnectingColorado) workforce recruitment and/or candidate pre-screening is available at many centers across the state. Of the approximately 300,000 registered jobseekers in the workforce system pool, about 20% are currently employed, and at any given time, approximately 25% of the particpants in the Adult Dislocated Worker WIA Programs have at least a Bachelors Degree, and another 25% have some college or an Associate Degree. CRC/WorkKeys Assessments
The CRC is an effective tool for pre-screening recruits, gauging skill-building needs of current employees, or as part of an internal promotion process. CRC certifies the skills of employees and recruits in three categories: applied math, locating information, and reading for information (an Applied Technology module is also be available to certify knowledge levels in Electricity, Fluid Dynamics, and Mechanics). These assessments are harder than most people assume. Related tutorials for all modules are also available. Assessments are administered by many Colorado Workforce Centers, including Denver's. Denver employers must register. Contact Lynn Sargent for more details, or to schedule an appointment to try the assessment to discover how it meets your pre-screening needs.

Training
Training is a smart investment in human capital, can lead to greater efficiencies, and employees often view it as a benefit. Colorado businesses can save training costs by using free computer and other skills training at Denver workforce centers for their existing employees. Customized training is also available for training of new technologies, introduction of new production or service procedures, or any additional skills required to upgrade to a new job/classification (click here for more information on Customized Training).

Training Grants
The Colorado First and Existing Industry grants are jointly administered by the Colorado Office of Economic Development & International Trade (OED-IT) and the Colorado Community College System (CCCS). Maximum grant award of $800 per employee. CCD's Performance Solutions is one of the organizations that can assist businesses with writing their grant application.

Workforce Investment Act (W.I.A.)
Jobseekers enrolled in WIA may receive tuition assistance for attending WIA-approved training courses, and financial assistance for "supportive services", such as steel-toed boots and other PP&E if these items are required by the employer to secure employment. Refer to the beginning of my Schools post to learn how to access the database of WIA approved training providers.

WOTC Tax Credits
Tax credits for hiring Welfare Recipients, Veterans receiving food stamps, TANF recipients, jobseekers receiving vocational rehabilitation to learn new careers, and other populations.

Enterprise Zone Projects
Up to 25% state tax credit for monetary donations/in-kind contributions (excluding membership fees) to non-profits certified as an EZ Contribution Project.

Free Fidelity Bonding
Helps alleviate employers concerns that at-risk job applicants would be untrustworthy workers by allowing them to secure fidelity bonds to indemnify them for loss of money or property sustained through the dishonest acts of their employees.

Business Plans

Why write a business plan? It helps to organize your thoughts on paper and forces you to think about strategies you may not have considered. For example, what is your target market? Where are your customers located? How do you intend to market to customers and how much will that marketing cost?

Business plans also require you to formulate financial statements so you'll have a better idea of how much it will cost to start and maintain your business. Remember that a business plan is a living document and should be updated as your business grows. In addition, most (if not all) lenders will require you to have one in order to receive a business loan.

Construction Empowerment Initiative (CEI)
Offers certification for construction-related Small Business Enterprises (SBE), Disadvantaged Business Enterprises (DBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), Airport Concessionaire Disadvantaged Business Enterprises (ACDBE), and Small Business Enterprise Concessions (SBEC). Certification helps these businesses compete for city funded projects (it doesn't guarantee a bid award, only reduces competition). Hub Zone
The HUBZone Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUBZone (Historically Underutilized Business Zone) certification.

Denver's Strategic Investments Lending Programs: RLF & NBR

- Revolving Loan Fund (RLF)
Must be in Denver's RLF zone; this gap financing program works by lending up to 25% of project costs, thereby inducing banks to provide the bulk of the financing for small businesses. $25k-$350k, below market rates (contact Denver OED Strategic Investment staff for rate information 720.913.1999).

- Neighborhood Business Revitalization (NBR)
Must be in one of seven Denver targeted commercial districts; provides gap financing up to 50% of project costs to an unlimited amount (over $500k requires City Council approval).

Denver Water
Denver Water offers several rebates for qualifying commercial customers using select commercial, industrial and institutional equipment. Denver Water offers incentive contracts for both indoor and outdoor water-saving projects to help offset the cost of installing or upgrading equipment and landscape. Projects could encompass a variety of ideas, such as eliminating single-pass cooling, modifying a building’s cooling tower, planting low-water-use plants and replacing inefficient irrigation systems. FREE Energy Audits from CSU Students for Manufacturers
CSU students can provide FREE energy audits for manufacturers. Led by Professor Mike Kostrzewa, the audit team consists of undergraduate mechanical engineering students, most with about a year or so of energy auditing experience. We spend one day at a plant to tour the facility and the production process, brainstorm for recommendations, and collect data to support those recommendations. We then prepare a report that includes the energy savings, cost savings, and implementation costs associated with all recommendations that have a payback of less than about three years. Over the nearly 24 years that this program has been at CSU, about 50% of our recommendations have been implemented by our 622 customers. To qualify, a plant needs to spend at least $100,000/yr in energy bills. We ask for copies of the last 12 months electric and gas bills in advance of the scheduled site visit so we can do a baseline analysis. ...Through the New Energy Economic Development (NEED) Grant

The GEO is now accepting applications for the first round of American Recovery and Reinvestment Act funded New Energy Economic Development (NEED) Grants. These grants provide funding to advance energy efficiency and renewable energy for commercial and industrial projects, including residential applications, throughout the state of Colorado.

SBA Launches New 100-Percent Guarantee ARC Loan Program to Help Struggling Businesses

WASHINGTON – Small businesses suffering financial hardship as a result of the slow economy may be eligible to receive temporary relief to keep their doors open and get their cash flow back on track through to a new loan program announced today by SBA Administrator Karen G. Mills.

Beginning on June 15, SBA will start guaranteeing America’s Recovery Capital (ARC) loans. ARC loans are deferred-payment loans of up to $35,000 available to established, viable, for-profit small businesses that need short-term help to make their principal and interest payments on existing qualifying debt. ARC loans are interest-free to the borrower, 100 percent guaranteed by the SBA, and have no SBA fees associated with them.

“These ARC loans can provide the critical capital and support many small businesses need to make it through these tough economic times,” said Administrator Mills. “Together with other provisions of the Recovery Act, ARC loans will free up capital and put more money in the hands of small business owners when they need it the most. This will help viable small businesses continue to grow and thrive and create new jobs in communities across the country.”

As part of the Recovery Act, the ARC program was created as a no-interest, deferred payment loan to help small businesses that have a history of good performance, but as a result of the tough economy, are struggling to make debt payments.

ARC loans will be disbursed within a period of up to six months and will provide funds to be used for payments of principal and interest for existing, qualifying small business debt including mortgages, term and revolving lines of credit, capital leases, credit card obligations and notes payable to vendors, suppliers and utilities. Repayment will not begin until 12 months after the final disbursement. Borrowers don’t have to pay interest on ARC loans. After the 12-month deferral period, borrowers will pay back the loan principal over a period of five years.

Tax Credits

Enterprise Zone (EZ) State Tax Credits
Credits for a variety of activities such as creating new jobs, providing employee healthcare benefits, training employees, research and development, investing in capital, contributing in-kind or financial donations to an EZ certified non-profit , etc.; must be located within an EZ zone. For assistance with Denver's EZ zone, contact Denver's Business Assistance Center (720) 913-1715.

NMTC (New Market Tax Credits)
Use tax credits to raise equity for real estate investment; permits taxpayers to receive a credit against Federal income taxes for making qualified equity investments in designated Community Development Entities (CDEs).



Energy-related tax credits:

  • Tax Deductions for Commercial Buildings: A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001.
